Ninety percent of the built volume sits above the water's surface. An electric monorail replaces fossil-fuel ferries between the two banks, and a public park, 30 meters wide and close to 1.9 kilometers long, connects recreation areas on both shores. Residential, hotel, office, entertainment and retail functions are combined within the structure, so residents no longer need to choose a side of the city to live on.
The structure is assembled as two vertical frames on each bank, lowered and connected above the strait by cable, then completed with floors, slabs and facade cladding. To keep it as light as possible, the design proposes carbon concrete, which can reduce construction emissions by up to 50 percent, alongside photovoltaic glass and rainwater harvesting.
